Mr. William J. "Bill" Brumley joins Navarro Research and Engineering as National Security Executive

OAK RIDGE, TN – Mr. William J. “Bill” Brumley joined Navarro Research and Engineering,
Inc. on March 22, 2006 as National Security Executive. In his new position with Navarro, Bill
will lead Navarro’s further growth in the national security arena.

Prior to accepting the position, Mr. Brumley was the Manager of the Y-12 Site Office in Oak
Ridge responsible for all activities performed at theY-12 National Security Complex. He has
thirty-six years of experience in the nuclear field including responsibility for dismantlement,
remanufacture, surveillance and assessment of weapons components, the safe and secure storage
of special nuclear material, tritium facility operations, nuclear fuel reprocessing, nuclear waste
management, and the overhaul and refueling of Naval nuclear submarines. During his career, Mr.
Brumley also served as Assistant Manager for Defense Programs for the Department of Energy’s
Oak Ridge Operations Office. Before arriving in Oak Ridge, he served as the Deputy Assistant
Manager for National Security at the Savannah River Operations Office in Aiken, South
Carolina.

Bill received a B.S. degree in nuclear engineering from North Carolina State University. He and
his wife, Donna, reside in Kingston, Tennessee and have one grown son and three grandchildren
who reside in Austin, Texas.
